Management and departments

The Chancellery of the Riigikogu is headed by the Secretary General of the Riigikogu who is appointed to office by the Board of the Riigikogu following a public recruitment procedure for a term of five years. The Chancellery performs its daily functions through its structural units – departments.

Departments of the Chancellery:

Public Relations Department

The function of the Public Relations Department is to inform the public of the work of the Riigikogu and to coordinate the public relations of the Riigikogu.

Finance Department

The function of the Finance Department is to prepare the budget of the Riigikogu and the Chancellery, to ensure the purposeful use of budgetary funds, and to keep the accounts of the Chancellery, the State Electoral Office and the Political Parties Financing Surveillance Committee.

Information Technology Department

The function of the Information Technology Department is to ensure the functioning of the applications of the information systems of the Riigikogu and the Chancellery, the planning of the information technological development, and technical servicing of users.

Sittings Department

The function of the Sittings Department is to service the sittings, the Board and the members of the Riigikogu, to organise the administration and documentation management of the Riigikogu and the Chancellery, and to maintain the archives of the Riigikogu.

Facilities Department

The Facilities Department organises the major and minor repairs of the Riigikogu buildings and ensures the maintenance of the territory and the premises. In addition, the department organises the guarding of the Riigikogu buildings and ensures the functioning of the security and fire alarms. It is also the function of the department to supply the Chancellery with the necessary goods and materials and to ensure the functioning of the facilities services (transport, incl. parking, catering, booking of meeting rooms, administration of the entry system, etc.).

Personnel Department

The Personnel Department shapes the personnel policy of the Chancellery, leads the drafting and implementation of the legislation necessary for the personnel management procedures and personnel work, and supports the structural units in the implementation of personnel policy.

Verbatim Records and Translation Department

The function of the Verbatim Records and Translation Department is to prepare the verbatim records of the Riigikogu sittings, to translate materials related to the work of the Riigikogu and to advise the members of the Riigikogu, the Board, the committees, the parliamentary groups and the employees of the Chancellery on linguistic issues.

Foreign Relations and Protocol Department 

The function of the Foreign Relations Department is to contribute to the development of the foreign relations and the cooperation and information exchange of the Riigikogu and the Chancellery with parliaments of foreign states and international organisations, and diplomatic missions of foreign states in Estonia.

Legal and Research Department

The function of the Legal and Research Department is to advise the members of the Riigikogu, the Board, the committees, the parliamentary groups and the employees working for them in order that the discussion in the parliament would be knowledge-based.

Secretariats of committees

For the servicing of the committees of the Riigikogu, secretariats have been formed in the Chancellery with the function of supporting committee members in the conducting of proceedings on bills and draft resolutions and in the preparation of materials. The employees of secretariat also help committee members to find the information necessary for their work.

Secretariats of parliamentary groups

For the servicing of parliamentary groups, a secretariat has been formed for every parliamentary group, and the composition of the staff of the secretariat is decided on by the parliamentary group. The employees of a secretariat help the members of the parliamentary group in the performance of political tasks, for example in the preparation of the bills and draft resolutions initiated by the parliamentary group, in the formation of the position on the bills and draft resolutions initiated by the Government of the Republic and in the drafting of interpellations and written questions.

State Electoral Office

The State Electoral Office is a structural unit of the Chancellery of the Riigikogu established on the basis of the Riigikogu Election Act. It is independent in the performance of the functions arising from the Acts concerning elections. The State Electoral Office is responsible for ensuring the holding of elections in accordance with the law at the national level, including the organisation of electronic voting and ascertaining the results of electronic voting, exercising supervision over the activities of election managers, and organising the development and management of the technical solutions necessary for conducting the elections. The State Electoral Office serves the National Electoral Committee and the Political Parties Financing Surveillance Committee.

Foresight Centre

The Foresight Centre is an independent unit established at the Chancellery of the Riigikogu on the basis of the Foresight Act. Its function is the identification and analysis of long-term (covering a time horizon of more than 10 years) developments in the society, preparation of development scenarios on their bases together with the distinction of opportunities and risks for the Estonian society, monitoring the realization of development scenarios and, where necessary, the adjustment of development scenarios and their outcome.
